Commit Message

Enforces the server constructor to take an application as sole argument.

Derived class must honor its inherited constructor, so defining the constructor
in VSGI.Server ensures that all VSGI implementations are compliant.

Also set the ApplicationFlags.HANDLES_COMMAND_LINE flag to trigger the
command_line signal as en entry point.

Soup implementation honors the '--port' option for the old API as the default
port was setted.
