Fixed python2.7 command not found in CygWin in Appveyor

Details:

* Appveyor has upgraded its CygWin version and has removed the Python 2.7
  installation from it. Supposedly, it will be added again. In the mean
  time, this change circumvents the removal by manually installing the
  python2 CygWin package. (See issue #1949)
