Commit Message

Upgrade various jvm tools.

Upgrade jar-tool to pick up a perf win.
Upgrade junit-runner to pick up a fix for NPEs under certain Runners.
Also upgrade zinc to pick up logging improvements.

Jars are live although not synced to the search.maven.org index yet:
