Send workunit output to stderr during tests

When running a test, DummyWorkunit swallowed all tool output to stdout and stderr. This made it difficult to diagnost test failures.
This change writes all of that output to stderr instead, and the python test runner will only display the output to the console
if a test fails.

Testing Done:
CI pass @ https://travis-ci.org/pantsbuild/pants/builds/59591166

Ran broken test_pytest_run.py with this change and I can now see the output that is causing the tests to fail.
