BL-761 EZ Borrow Link (#1160)

- Currently the ez borrow link is too strict and is not giving patrons the matches for the titles they would like to request
- Strips out unwanted query params in the url
- Adds specs for new method
- Updates old specs to have valid urls
- URI.encode_www_form had to be added in for authentication to work
