[BL-875] Add extract_update_date method to traject config. (#1153)

* [BL-875] Add extract_update_date method to traject config.

REF BL-875

The `extract_update_date` method finds the latest date by looking at all
dates in ADM, ITM, HLD and PRT record fields.

* Fix test use correct timezone in expectation.

* Refactor.

* Use standard traject for adding defaults.
* Move clobber update date logic to extract_update_date method.

* Fix zone issue.

* Render UTC formated dates to avoid zone issues.

* Do not clobber update date in all the test cases.

* Check ITM updated subfield for last updated date.
