Add `composer phan` to run phan checks

We haven't quite added this to `composer test` yet -- too many things
to fix first.  This patch should allow everyone to run `composer phan`
locally and help fix up the issues, then we can remove the `echo`
from the tests clause in `composer.json` to add phan to
`composer test`.
