packet.MarshalTo()

Allow marshalling the packet to the given memory instead of always
allocating.

Improved `Marshal()` performance primarily by avoiding an extra copy.
The old code was marshalling the header and then calling `append`,
always invoking a copy.

There was also some code that did nothing, copied by accident from
Unmarshal.
