Run 'clean' target before running 'lint' target

While running `make checks`, the `lint` target detects errors in the
`build/lib/cloudmarker` directory created by `coverage`.

This is a problem since we do not want to check for linting issues in
automatically generated directories. Therefore, the `lint` target now
depends on the `clean` target in order to remove this `build` directory
before running the `lint` target.
