Add setup.py to create distribution packages

This change adds the following items to this project:

  - The `setup.py` script to create distribution packages of the
    project.

  - New targets in `Makefile` to create source and wheel distributions,
    upload them to PyPI and TestPyPI, install them using `pip3`, and run
    a few simple tests to validate that the package can be installed
    from PyPI and TestPyPI.
