Code clean-up (simplify notebooks, DRY training.py, copyright, tf imports) (#121)

* refactored/simplified training parameters and added a couple train_utils functions to be DRY out `training.py`

* /notebooks is WORKDIR not /deepcell-tf/scripts

* add test_size and seed to load_data function in `deepcell.datasets`.  fixed HeLa default path.

* omit settings.py from coverage.py

* speed up image_generator tests by reducing test_batches

* Update Copyright (#124)

* replace tf and np functions with keras.backend aliases in `deepcell.losses`

* remove unused `order` from discriminative_instance_loss

* for version safety all keras imports are from tensorflow.python

* update all deepcell, watershed, and disc notebooks to download data from `deepcell.datasets`

* disc loss is still not working, but notebook downloads data
