Refactor cloudformations to use import/export for network vars

- Added network stack name as a parameter to the service and service-pipeline stacks.
- Changed all references to the old parameters to import the values from the network stack

Additional cleanup:

- Removed old required tag params, we are using stack params for these
- Improved the UAT message sent within the pipeline to include urls to the test/prod services. This required adding an import to get the dns names from the service stacks that the pipeline depends on
- Reordered cloudformation template params and some of the variables in playbooks/host vars to better group them together
