Commit Message

This fixes remaining issues with running migrations on test database.

- Added separate env paths as parameters since the pipeline will need to read from both in the different stages.
- Changed the migrate stage to read BuiltCode so that it gets the output artifacts from the build stage
- Added an ecr login so that the migrate stage can pull the built image from ecr
- Changed the specs to run as insecure to get past dns cert issues
