add option to preserve sample oder (#378)

In BQ to VCF, if the BigQuery table is formed by merging a large number of VCF files, the pipeline may fail/too slow when combining the call names. Therefore, add an option` --preserve_call_names_order`. By setting this flag to false, it can speed up this special case and reduce the memory requirements.
