Remove eora26autodownload (#34)

* removed eora26downloader from __init__

* put eora26 back in init - solution will be to
provide a notimplementederror (same as for exiobase1,2,3)

* removed eora26 autodownloader and switched to NotImplementedError

The deletion of Eora26 became necessary as registration is now
required to download these files.

The previous functionality can be found in commits
upstream the current one on the master branch.

In addition change all not implemented autodownloaded to
raise NotImplementedError .

* Fixed mentioning of Eora26 autodownload in notebooks

* updated changelog for removing eora autodownload

First fix for #31
