Enhancement i26 exio3parser (#33)

* Updated pymrio.load docstring to file_para as json (from previous ini)

* renamed parse_exio_ext to parse_exio12_ext, updated apidoc

* Added exio1, generic_exio12 and eora26 parser to api_doc

* renamed and updated generic_exiobase12_parser

* Removed preliminary __parse_exiobase3 code

This code was based on the previous EXIOBASE format
(as used in EXIOBASE 1 and 2).

Might be useful again if the EXIOBASE development run through CML again.
However, the NTNU based workflow uses the pymrio format for storing
EXIOBASE.

* path parameters accept pathlib.Path, replaced os.join with /

* Adapted save and load to exept pathlib.path
