huanghaoReduce sqls in submissions views. Those views runs 10 thousands sqls if we don't use django's select_related() and prefetch_related() functions. Refs #2292 for the details. After this change, there are only 6 sqls are needed for views of open, accepted, rejected and my submissions. Change-Id: I93434a736
