Address @jessex comments on commit 007fbf (PR #112)

* Pulled out static funcitons from the Scraper class into a new file
  scraper_utils.py.

* Modified logging calls to be pythonic.

* Modified function docs to be consistent with convention.

* Corrected a None vs. False bug when inspecting a value returned from
  a tracker module call.

* Added an abstract method 'get_initial_task' to the Scraper class,
  intead of relying on assignment of a member variable in __init__.

* Added a 'get_region' method to Scraper that returns the Region
  object instantiated in the initializer.

* Added a TODO on the us_ny scraper to generalize the scraper
  termination detection.

* Propose to add an issue to address the comments regarding return
  values of -1 vs. None.
