Create a Scraper class for regional scrapers to inheret from (#87)

* Add ingest/scraper.py that defines the Scraper class.

* Remove the functionality from UsNyScraper that was pulled into
  Scraper.

* Lint-ify UsNyScraper and small things in the rest of ingest, then
  modify the travis config to include ingest.

* Modify the regions utility to return a region-specific Scraper
  object.

* Modify the worker to use the scraper object.

* Modify the region tests to reflect that getting a scraper gets an
  object.
