* filter subnets on cluster ID tag before consideration

* reworked subnet tag filtering to be agnostic to the value of the cluster tag, to allow both shared/owned types

* address review item from @szuecs

* address other review item from @szuecs, re: idiomatic go

* adjusting new param per feedback from @mikkeloscar

* Preserve the existing behaviour if no tags are found. Have seperate test cases for filtered and non-filtered scenarios

* fix bad grammar in log message
