feat(freqent-ping-alert): Send alerts for frequent pings

E-mail a user when a job is run early. A job is run early
when the current ping time is before the last ping time plus
timeout minus the grace period.

Change the dashboard look of a job run too often and add tests
to verify job run too often functionality works.
