Feat(Increase-timeout-and-grace-periods): Set timeouts and grace values for days exceeding 30

-Edits hc_extras.py to add the MONTH and YEAR units to the hc_duration function
-Edits the check.js to modify the noUislider with more range by changing the maximum value to 31104000 and incoporating the different percentages for the different steps. The slider can now move from 1 month to 1 year allowing monthly grace and timeout periods.
-Edits the test_hc_extras.py to add tests for the month and year units added to the hc_extras.py
-Edits the hc/front/forms.py to change the maximum time value form 25920000 to 31104000. This is to change the maximum to the total number of seconds in a year.
-Edits the hc/api/ schemas.py to modify the maximum number of seconds to 31104000 which is the total number of seconds in a year.
