NPCs capable of getting away from live/armed explosives (#23049)

* Make math vectors more viable (constantness, rotation, conversion e.t.c)

* NPCs will run away from multiple threats (like grenades and such)

* Consider only active items on the map (optimization)

* Replace plain vectors with pathfinding

* Measure overall path cost instead of its length

* Keep up with the actions design + a bit of renaming

* Add a snippet of flavor text

* Optimize explosion dodging by performance

- Added a general purpose algorithm for sorting entities by rating.

* NPCs are aware of explosion delays and safe ranges => they will act accordingly

- They would simply ignore the armed explosives that aren't going to explode any time soon;
- The time required to run away from an explosive is based on the speed factor of NPCs;
- The safe range is calculated independently for each explosive basing on its power.

* Minor changes to the documentation and signatures
