Changes to enable Anaconda packaging

This PR adjusts pysb.pathfinder and pysb.bng to support installation as an Anaconda package. The changes are:

* pysb.pathfinder now detects if running in an Anaconda environment or virtual environment, and searches for external binaries in the bin or Script directory within that environment if so
* pysb.pathfinder now has the option to search for a .bat file on Windows Anaconda. These are widely used on Windows Anaconda in place of symlinks, which can't be created without admin privileges on Windows.
* Small patch to pysb.bng to support running via BNG via a .bat file (for the above Windows Anaconda scenario)
