Add istanbul back to dependencies

The smoke test started failing on Travis after the last commit:

  https://travis-ci.org/mbland/url-pointers/builds/229719134

Everything passes locally; could be a dependency I've installed in my
environment fulfilled by istanbul, or it could be nyc still depends on
istanbul without explicitly depending on it. Or both. Let's see if this
commit passes.
