scripts/test: Switch from istanbul to nyc

This enables collection of coverage across subprocess boundaries as
well, which is important so that the smoke test coverage of index.js can
be counted (almost) correctly. (Almost because it doesn't seem to catch
the `process.on('exit')` handler.)
