Reduce "connection refused" in TestRaceExchangesWithClose (#591)

Reducing the number of RST packets triggered by this test should help
make other tests less flaky, see https://github.com/uber/tchannel-go/issues/589

We previously made connection attempts even after the server was
definitely closed. Now we only ping/call if the server has not yet
closed the listener.
