Refactor build script parameters

1. Rename all environment variables from LIBRESSL_ to LIBTLS_, this
   makes more sense because we want to link find libtls and not
   necessarily libssl.
2. LIBTLS_INCLUDE accepts on or more include paths (-I) separated
   by the native path separator (: in Unix, ; in Windows)
3. For dynamic builds link against libtls by default, and for static
   builds link against (libtls, libssl, libcrypto).
4. The variable LIBTLS_LIBS can be used to override the linked libraries.
   On or more names (-l) separated by ; (; is always used even in Unix)
   because GCC accepts library names using ':'.
