Reorganize code

Add several functions to module `pulp_smash.utils`:

* create_repository
* create_user
* delete
* handle_response
* poll_spawned_tasks
* poll_task

Also add class `TaskTimedOutException`, which may be raised by `poll_task` and
`poll_spawned_tasks`. As a result of this change, walk through the existing
code-base, removing redundant private functions and refactoring existing code to
use these common functions.

Test results against Python 2.6 and 2.7, with the "failures" branch applied:
