test: Merge Nat46x64 with L4LB GH action

Both Github actions need to run on Fedora VM (due to the cgroupv2 only
requirement) which is provisioned with Vagrant. Currently, only the OSX
GH runner supports a nested virtualization. Unfortunately, there are
more strict limitations for concurrent OSX runners in the free tier [1].

Another motivation for the merge is that both GH action manifest files
used to share almost identical content. With the merge we reduce the
boilerplate.
