Initial Mets generation

This will need more work once file attachments and cc licensing are
done to update file names.

Having separate classes for METS and EPDCX shoudl allow for us to move
to MODS instead of EPDCX if we have a reason to do that by just changing
`mets#xml_data(xml)` to use a MODS class instead of EPDCX.

closes #3 (and will open some others to finish up the loose ends)
