Update task polling functions

Update module `pulp_smash.tests.rpm.api_v2.test_sync_publish`.

* Rename function `_poll_tasks` to `_poll_task`. Do this to reflect the fact
  that the function is designed to poll a single task (and its children), not an
  iterable of tasks.
* Add function `_poll_spawned_tasks`. This new function polls all of the spawned
  tasks listed in a call report.

Test results:

    $ python -m unittest2 pulp_smash.tests.rpm.api_v2.test_sync_publish

    Ran 22 tests in 21.700s

    OK (skipped=1)
