bgp: remove informer resync, server side filter node listings

this commit removes the informer resyncing for all informers the BGP
control plane utilizes.

additionally, this commit constructs the shared informer with a tweak
list ensuring it only caches and sends watch events for the k8s node we
are hosted on.
