vagrant: fix overlap of IPv6 Node/Pod CIDRs on dev-VM

The IPv6 Pod CIDR for k8s1 is configured as fd00::/112, but k8s1 and k8s2
also have their Node IPs in this range (fd00::b and fd00::c).

This Pod CIDR then gets a wide-range route via the cilium_host interface,
and traffic to the other Node IP never exits the node. This eg. results in
cilium-health being unable to connect to the other host via IPv6.

To avoid this conflict, shift the Pod CIDRs into fd04::/104 instead.

This fixes https://github.com/cilium/cilium/issues/19266.
