envoy: Ignore invalid JSON in CiliumEnvoyConfig resources

Ignore invalid JSON in CiliumEnvoyConfig resources in order to not break
k8s resource listers. Ignored resources are logged on warning level. The
rest of the CEC is applied and may or may not function depending on the
role of the ignored resource.
