Reduce complexity and code dup of file block tests

A lot of repeated code and complexity around checking action lists. Trying to
cut down on this by offloading this complexity more onto the helper funcs.
Makes the helpers lib carry more defaults, and has the more local helper
tooling correlate known strings to class names. Means that we check action
lists against string lists like
>>> ['backup', 'copy', 'chown']
which should be highly readable at a high level.
