Separate recipes from the pakit core.

* Fix #16: Formulas To Separate Repo
* Recipe URIs now explicitly specified in pakit.yml file.
* All recipes removed from pakit core.
* Fix #64: Fetchable API - Valid URI
* Use a git repository for staging requirements.
* pakit.recipe.RDB no longer singleton.
* Added vcs_factory a factory function to make VersionRepo objects.
* Fixed small bug regarding decoding command stdout.
* Added timeout to urlopen invocation, default is no timeout.
