Make encryption compatible with .NET/Java CL

- Add FullBlob encryption method to be compatible with .NET and Java
  client libraries
- Modify metadata to be compliant with .NET and Java client-side
  encryption
- Accommodate pre-existing encryption method as ChunkedBlob, but disable
  the code path due to potential incompatibilities in the future
- Generate symmetric keys per blob
- Move notes from script to README.rst
