Merge branch 'bugfix/sumukh/dst' into staging

* bugfix/sumukh/dst:
  include normalization code to handle datastore not having TZ objects
  use pytz in API for incoming times in API and in tests
  use pytz to convert to PST, accounts for DST
  Fix submission score link styling
