Add REMOTE_USER authentication

It is now possible to login to the privacyIDEA WebUI
using the webservers authentication and REMOTE_USER Auth.
The REMOTE_USER is checked
1. against local admins in DB
2. users in the realms
   -> superuser realms are honoured.

Still TODO: Add a policy to allow REMOTE_USER authentication
