fix: make bootstrap handle invalid json (#151)

Previously the bootstrap json parsing threw a JsonSyntaxException (which
is a subclass of IllegalStateException) which did not get caught by the
exception catch clause for IllegalStateException, this PR adds a branch
for handling JsonSyntaxException to make sure we return an empty list of
features rather than bubbling the ISE up to a fatal exception.
