Fixed and tested Template Toolkit live templates

Fixes #2461

There are few minor issues, some behavior changed. But atm we have tests coverage and behavioral snapshot.

Known issues:
- prefix templates no longer working inside the multi-statement tag
- postfix foreach template bugging in test, but looks like working in IDE on some statements
- contexts are imperfect and badly handling empty input for some reason
- we should probably add some tests for templates completion
