 * Make Accept-Encoding handling internally consistent
 * Prevent invalid Content-Encoding: null on some responses
 * Vary caching on the compress option to avoid mixing up responses between requests with compress enabled vs. disabled
 * Cleanup a few small things I noticed in passing
