In IPC mode, introduce new API for blockchain info (#1056)

* In IPC mode, introduce new API for blockchain info

blockchain JSON is to no more be specified in IPC mode.
BLOCKNUMBER (and in the future information) is obtained
through IPC.

Consequently, also make arrangements in the state server for
blockchain info during non IPC mode execution. Also, update
the testsuite infrastructure to accommodate these changes.
