Added debugger start condition for windows

The problem is that windows PTY API, both winpty and conpty patching process output for some reason with service ANSI codes, like cleaning screen on process start, or cleaning line after pressing newline. Linux don't do this stuff.
Looks like an attempt to improve things from MS side, but ends not really good.

Fixes #2438
