* Php forced Decision fix

* added unit test and comments

* nit fix

* Added empty checks in flagkey and experiment key

* removed unnesecary checks and moved getVariationFromExperiment above and then checking             $variation = $config->getFlagVariationByKey($flagKey, $variationKey);

* lint fix
