Move signin control into its own directive

To simplify the top-bar directive and make it clearer what is going on
in this HTML, this commit moves the signin and account control (and
dropdown) into its own directive.

To make it easier to communicate between the AppController and the
signin control, we also move `login` and `logout` to first-class methods
of the AppController, and expose `authenticated_user` as a property,
rather than relying entirely on the scope to carry this down to the
appropriate level.
