Add looping ping message
Since our transport layer uses UDP we don't have any way to detect when a peer
fails to shutdown cleanly. This commit adds a looping ping (every 5 minutes)
which should detect when a peer doesn't shutdown cleanly and remove the rudp
connection. Note that if a peer doesn't shutdown cleanly, he wont be able to
reconnect until after the ping interval passes.
