Make getReason count as handling a rejected promise.

Rejected promises should become "handled" whenever they are observed,
and getReason counts as observing.  The caller is assuming
responsibility for the error by extracting it from the rejected
promise.  It would be annoying to *also* have to call .catch()

Add unit tests for toString.
