Do not test in Emacs 24.1 and 24.2 anymore

Elpy depends on find-file-in-project. The newest versions of
find-file-in-project depend on Emacs 24.3. So cask can not install
Elpy in Emacs before 24.3 anymore, as the ffip dependency fails,
and we need to use MELPA because ert-runner requires it.

Damn package.el.
